    Relation between performance of organization and its structure during sudden and smoldering crises

    The article describes a mathematical model that simulates performance of a hierarchical organization during an early stage of a crisis. A distinguished feature of this stage of crisis is presence of so called early warning signals containing information on the approaching event. Employees are capable of catching the early warnings and of preparing the organization for the crisis based on the signals’ meaning. The efficiency of the preparation depends on both parameters of the organization and parameters of the crisis. The proposed simulation agentbased model is implemented on Java programming language and is used for conducting experiments via Monte- Carlo method. The goal of the experiments is to compare how centralized and decentralized organizational structures perform during sudden and smoldering crises. By centralized organizations we assume structures with high number of hierarchy levels and low number of direct reports of every manager, while decentralized organizations mean structures with low number of hierarchy levels and high number of direct reports of every manager. Sudden crises are distinguished by short early stage and low number of warning signals, while smoldering crises are defined as crises with long lasting early stage and high number of warning signals not necessary containing important information. Efficiency of the organizational performance during early stage of a crisis is measured by two parameters: percentage of early warnings which have been acted upon in order to prepare organization for the crisis, and time spent by top-manager on working with early warnings. As a result, we show that during early stage of smoldering crises centralized organizations process signals more efficiently than decentralized organizations, while decentralized organizations handle early warning signals more efficiently during early stage of sudden crises. However, occupation of top-managers during sudden crises is higher in decentralized organizations and it is higher in centralized organizations during smoldering crises. Thus, neither of the two classes of organizational structures is more efficient by the two parameters simultaneously. Finally, we conduct sensitivity analysis to verify the obtained results.

    Modeling consensus building in conditions of dominance in a social group

    In many social groups, for example, in technical committees for standardization, at the international, regional and national levels, in European communities, managers of ecovillages, social movements (occupy), international organizations, decision-making is based on the consensus of the group members. Instead of voting, where the majority wins over the minority, consensus allows for a solution that each member of the group supports, or at least considers acceptable. This approach ensures that all group members’ opinions, ideas and needs are taken into account. At the same time, it is noted that reaching consensus takes a long time, since it is necessary to ensure agreement within the group, regardless of its size. It was shown that in some situations the number of iterations (agreements, negotiations) is very significant. Moreover, in the decision-making process, there is always a risk of blocking the decision by the minority in the group, which not only delays the decisionmaking time, but makes it impossible. Typically, such a minority is one or two odious people in the group. At the same time, such a member of the group tries to dominate in the discussion, always remaining in his opinion, ignoring the position of other colleagues. This leads to a delay in the decision-making process, on the one hand, and a deterioration in the quality of consensus, on the other, since only the opinion of the dominant member of the group has to be taken into account. To overcome the crisis in this situation, it was proposed to make a decision on the principle of «consensus minus one» or «consensus minus two», that is, do not take into account the opinion of one or two odious members of the group.

    The article, based on modeling consensus using the model of regular Markov chains, examines the question of how much the decision-making time according to the «consensus minus one» rule is reduced, when the position of the dominant member of the group is not taken into account.

    The general conclusion that follows from the simulation results is that the rule of thumb for making decisions on the principle of «consensus minus one» has a corresponding mathematical justification. The simulation results showed that the application of the «consensus minus one» rule can reduce the time to reach consensus in the group by 76–95%, which is important for practice.

    The average number of agreements hyperbolically depends on the average authoritarianism of the group members (excluding the authoritarian one), which means the possibility of delaying the agreement process at high values of the authoritarianism of the group members.

    Modeling the number of employed, unemployed and economically inactive population in the Russian Far East

    Studies of the crisis socio-demographic situation in the Russian Far East require not only the use of traditional statistical methods, but also a conceptual analysis of possible development scenarios based on the synergy principles. The article is devoted to the analysis and modeling of the number of employed, unemployed and economically inactive population using nonlinear autonomous differential equations. We studied a basic mathematical model that takes into account the principle of pair interactions, which is a special case of the model for the struggle between conditional information of D. S. Chernavsky. The point estimates for the parameters are found using least squares method adapted for this model. The average approximation error was no more than 5.17%. The calculated parameter values correspond to the unstable focus and the oscillations with increasing amplitude of population number in the asymptotic case, which indicates a gradual increase in disparities between the employed, unemployed and economically inactive population and a collapse of their dynamics. We found that in the parametric space, not far from the inertial scenario, there are domains of blow-up and chaotic regimes complicating the ability to effectively manage. The numerical study showed that a change in only one model parameter (e.g. migration) without complex structural socio-economic changes can only delay the collapse of the dynamics in the long term or leads to the emergence of unpredictable chaotic regimes. We found an additional set of the model parameters corresponding to sustainable dynamics (stable focus) which approximates well the time series of the considered population groups. In the mathematical model, the bifurcation parameters are the outflow rate of the able-bodied population, the fertility (“rejuvenation of the population”), as well as the migration inflow rate of the unemployed. We found that the transition to stable regimes is possible with the simultaneous impact on several parameters which requires a comprehensive set of measures to consolidate the population in the Russian Far East and increase the level of income in terms of compensation for infrastructure sparseness. Further economic and sociological research is required to develop specific state policy measures.
