    At present modern quantum technologies can get a new twist of development, which will certainly give an opportunity to obtain solutions for numerous problems that previously could not be solved in the framework of “traditional” paradigms and computational models. All mankind stands at the threshold of the so-called “second quantum revolution”, and its short-term and long-term consequences will affect virtually all spheres of life of a global society. Such directions and branches of science and technology as materials science, nanotechnology, pharmacology and biochemistry in general, modeling of chaotic dynamic processes (nuclear explosions, turbulent flows, weather and long-term climatic phenomena), etc. will be directly developed, as well as the solution of any problems, which reduce to the multiplication of matrices of large dimensions (in particular, the modeling of quantum systems). However, along with extraordinary opportunities, quantum technologies carry with them certain risks and threats, in particular, the scrapping of all information systems based on modern achievements in cryptography, which will entail almost complete destruction of secrecy, the global financial crisis due to the destruction of the banking sector and compromise of all communication channels. Even in spite of the fact that methods of so-called “post-quantum” cryptography are already being developed today, some risks still need to be realized, since not all long-term consequences can be calculated. At the same time, one should be prepared to all of the above, including by training specialists working in the field of quantum technologies and understanding all their aspects, new opportunities, risks and threats. In this connection, this article briefly describes the current state of quantum technologies, namely, quantum sensorics, information transfer using quantum protocols, a universal quantum computer (hardware), and quantum computations based on quantum algorithms (software). For all of the above, forecasts are given for the development of the impact on various areas of human civilization.

    Economy of Chernavskii

    The present article sets out the scientific approach of Dmitry Sergeevich Chernavskii to the modelling of economic processes. It recounts the history of works of Dmitry Sergeyevich on the economic front, its milestones and achievements. One of the most important advances in the economic analysis was the prediction by a team of scientists headed by D. S. Chernavskii, the major crises that have occurred in our country over the last 20 years, namely, the default of 1998, the crisis of industrial production in the second half of the 2000s, the 2008 crisis and the ensuing recession. As an example, the dynamic analysis of the global macroeconomic processes shows the model of functioning of the dollar as the world currency. On this particular example shows the possibility of seigniorage due to the issue of the dollar and the calculated “window of opportunity” that allows you to issue dollars as the global currency, without prejudice to its own economy.

    A model for the development of a closed society (without external economic relations) in the one-product approach is considered as an example of dynamic analysis of the economy of a separate state. The model is based on the principles of market economy, i.e. the dynamics of prices is determined by the balance of supply and demand. It is shown that in the general case, the state of market equilibrium is not unique. Several steady states with different levels of production and consumption are possible. Effect of addressed emission of money in underproductive state is considered. It is shown that, depending on its size it can lead to the transition to a highly productive condition, and just cause inflation without transition. The relationship of these results with the “Keynesian” and “monetarist” approaches is discussed.

    World dynamics patterns modeling

    In the article is carried out the analysis of historical process with the use of methods of synergetics (science about the nonlinear developing systems in nature and the society), developed in the works of D. S. Chernavskii in connection with to economic and social systems. It is shown that social self-organizing depending on conditions leads to the formation of both the societies with the strong internal competition (Y-structures) and cooperative type societies (X-structures). Y-structures are characteristic for the countries of the West, X-structure are characteristic for the countries of the East. It is shown that in XIX and in XX centuries occurred accelerated shaping and strengthening of Y-structures. However, at present world system entered into the period of serious structural changes in the economic, political, ideological spheres: the domination of Y-structures concludes. Are examined the possible ways of further development of the world system, connected with change in the regimes of self-organizing and limitation of internal competition. This passage will be prolonged and complex. Under these conditions it will objectively grow the value of the civilizational experience of Russia, on basis of which was formed combined type social system. It is shown that ultimately inevitable the passage from the present do-mination of Y-structures to the absolutely new global system, whose stability will be based on the new ideology, the new spirituality (i.e., new “conditional information” according D. S. Chernavskii), which makes a turn from the principles of competition to the principles of collaboration.

    Migration processes modelling: methods and tools (overview)

    Migration has a significant impact on the shaping of the demographic structure of the territories population, the state of regional and local labour markets. As a rule, rapid change in the working-age population of any territory due to migration processes results in an imbalance in supply and demand on labour markets and a change in the demographic structure of the population. Migration is also to a large extent a reflection of socio-economic processes taking place in the society. Hence, the issues related to the study of migration factors, the direction, intensity and structure of migration flows, and the prediction of their magnitude are becoming topical issues these days.

    Mathematical tools are often used to analyze, predict migration processes and assess their consequences, allowing for essentially accurate modelling of migration processes for different territories on the basis of the available statistical data. In recent years, quite a number of scientific papers on modelling internal and external migration flows using mathematical methods have appeared both in Russia and in foreign countries in recent years. Consequently, there has been a need to systematize the currently most commonly used methods and tools applied in migration modelling to form a coherent picture of the main trends and research directions in this field.

    The presented review considers the main approaches to migration modelling and the main components of migration modelling methodology, i. e. stages, methods, models and model classification. Their comparative analysis was also conducted and general recommendations on the choice of mathematical tools for modelling were developed. The review contains two sections: migration modelling methods and migration models. The first section describes the main methods used in the model development process — econometric, cellular automata, system-dynamic, probabilistic, balance, optimization and cluster analysis. Based on the analysis of modern domestic and foreign publications on migration, the most common classes of models — regression, agent-based, simulation, optimization, probabilistic, balance, dynamic and combined — were identified and described. The features, advantages and disadvantages of different types of migration process models were considered.

    Regimes with exacerbation in the history of mankind or memories of the future

    The article describes the modes with the exacerbation of social and biological history. The analysis of the possible causes of the sharp acceleration of biological and social processes in certain historical periods is carried out. Using mathematical modeling shows that hyperbolic trends in social and biological evolution may be the result of transitional processes in periods of expansion of ecological niches. Accelerating biological speciation due to the fact that its earlier life change inhabitancy, making it more diverse, saturating the organic, thus creating favourable conditions for the emergence of new species. In the social history of the expansion of ecological niches associated with technological revolutions, of which the most important were: Neolithic revolution — the transition from appropriating economy to producing economy (10 thousand years ago), “urban revolution” — a shift from the Neolithic epoch to the bronze epoch (5 thousand years ago), the “axial age” — transition to the development of iron tools (2.5 thousand years ago), the industrial revolution — the transition from manual labor to machine production (200 years ago). All of these technological revolutions have been accompanied by dramatic population growth, changes in social and political spheres. So, observed in the last century, hyperbolic nature of some demographic, economic growth and other indicators of world dynamics is a consequence of the transition process, which began as a result of the industrial revolution and to prepare for the transition of the society to a new stage of its development. Singularity point of hyperbolic trend shows the end of the initial phase of the process and marks the transition to the final stage. The mathematical model describing the demographic and economic changes in the era of change is proposed. It is shown that a direct analogue of the contemporary situation in this sense is the “axial age” (since 8 century BC to the beginning of our era). The existence of this analogy allows you to see into the future by studying the past.

    Assessment of the elite–people interaction in post-soviet countries using the Bayesian approach

    A previously developed model that describes the dynamics of social tension in a society divided into two groups: the elite and the people was considered. This model took into account the impact of economic situation changes and the elite–people interaction. The model has been modified by including in the equation describing the tension of the people, a term that takes into account the adaptation of the people to the current situation.

    The model coefficients estimation is an important task, the solution of which allows obtaining information about the nature of the interaction between elite and people. We believe that the solution of the system of model equations with optimal coefficients is closest to the values of the indicator characterizing social tension. We used the normalized level of homicide rate as an indicator of social tension.

    The model contains seven coefficients. Two coefficients characterizing the influence of economic situation changes on elite and people are taken equal to each other and the same for all countries. We obtained their estimations using a simplified model that takes into account only the change in the economic situation and allows an analytical solution.

    The Bayesian approach was used to estimate the remaining five coefficients of model for post-Soviet countries. The prior probability densities of the four coefficients for all countries under consideration were taken to be the same. The prior probability density of fifth coefficient was considered to depend on the regime of government (authoritarian or «transitional»). We assumed that the calculated tension matches with the corresponding indicator of tension in cases where the difference between them does not exceed 5%.

    The calculations showed that for the post-Soviet countries, a good coincidence was obtained between the calculated values of the people tension and the normalized level of homicide rate. The coincidence is satisfactory only on average.

    The following main results was obtained at the work: under the influence of some «significant» events in 40% of post-Soviet countries, there was a rapid change in the nature of interaction between the elite and the people; regional feature have some influence on the elite–people interaction; the type of government does not significantly affect the elite–people interaction; the method for assessing the stability of the country by the value of the model coefficients is proposed.

    Analysing the impact of migration on background social strain using a continuous social stratification model

    The background social strain of a society can be quantitatively estimated using various statistical indicators. Mathematical models, allowing to forecast the dynamics of social strain, are successful in describing various social processes. If the number of interacting groups is small, the dynamics of the corresponding indicators can be modelled with a system of ordinary differential equations. The increase in the number of interacting components leads to the growth of complexity, which makes the analysis of such models a challenging task. A continuous social stratification model can be considered as a result of the transition from a discrete number of interacting social groups to their continuous distribution in some finite interval. In such a model, social strain naturally spreads locally between neighbouring groups, while in reality, the social elite influences the whole society via news media, and the Internet allows non-local interaction between social groups. These factors, however, can be taken into account to some extent using the term of the model, describing negative external influence on the society. In this paper, we develop a continuous social stratification model, describing the dynamics of two societies connected through migration. We assume that people migrate from the social group of donor society with the highest strain level to poorer social layers of the acceptor society, transferring the social strain at the same time. We assume that all model parameters are constants, which is a realistic assumption for small societies only. By using the finite volume method, we construct the spatial discretization for the problem, capable of reproducing finite propagation speed of social strain. We verify the discretization by comparing the results of numerical simulations with the exact solutions of the auxiliary non-linear diffusion equation. We perform the numerical analysis of the proposed model for different values of model parameters, study the impact of migration intensity on the stability of acceptor society, and find the destabilization conditions. The results, obtained in this work, can be used in further analysis of the model in the more realistic case of inhomogeneous coefficients.

    A discreet ‘power–society–economics’ model based on cellular automaton

    In this paper we consider a new modification of the discrete version of Mikhailov’s ‘power–society’ model, previously proposed by the author. This modification includes social-economical dynamics and corruption of the system similarly to continuous ‘power–society–economics–corruption’ model but is based on a stochastic cellular automaton describing the dynamics of power distribution in a hierarchy. This new version is founded on previously proposed ‘power–society’ system modeling cellular automaton, its cell state space enriched with variables corresponding to population, economic production, production assets volume and corruption level. The social-economical structure of the model is inherited from Solow and deterministic continuous ‘power–society–economics–corruption’ models. At the same time the new model is flexible, allowing to consider regional differentiation in all social and economical dynamics parameters, to use various production and demography models and to account for goods transit between the regions. A simulation system was built, including three power hierarchy levels, five regions and 100 municipalities. and a number of numerical experiments were carried out. This research yielded results showing specific changes of the dynamics in power distribution in hierarchy when corruption level increases. While corruption is zero (similar to the previous version of the model) the power distribution in hierarchy asymptotically tends to one of stationary states. If the corruption level increases substantially, volume of power in the system is subjected to irregular oscillations, and only much later tends to a stationary value. The meaning of these results can be interpreted as the fact that the stability of power hierarchy decreases when corruption level goes up.

    The model of the rationale for the focus of border security efforts at the state level

    The most important principle of military science and border security is the principle of concentrating the main efforts on the main directions and tasks. At the tactical level, there are many mathematical models for computing the optimal resource allocation by directions and objects, whereas at the state level there are no corresponding models. Using the statistical data on the results of the protection of the US border, an exponential type border production function parameter is calculated that reflects the organizational and technological capabilities of the border guard. The production function determines the dependence of the probability of detaining offenders from the density of border guards per kilometer of the border. Financial indicators in the production function are not taken into account, as the border maintenance budget and border equipment correlate with the number of border agents. The objective function of the border guards is defined — the total prevented damage from detained violators taking into account their expected danger for the state and society, which is to be maximized. Using Slater's condition, the solution of the problem was found — optimal density of border guard was calculated for the regions of the state. Having a model of resource allocation, the example of the three border regions of the United States has also solved the reverse problem — threats in the regions have been assessed based on the known allocation of resources. The expected danger from an individual offender on the US-Canada border is 2–5 times higher than from an offender on the US-Mexican border. The results of the calculations are consistent with the views of US security experts: illegal migrants are mostly detained on the US-Mexican border, while potential terrorists prefer to use other channels of penetration into the US (including the US-Canadian border), where the risks of being detained are minimal. Also, the results of the calculations are consistent with the established practice of border protection: in 2013 the number of border guards outside the checkpoints on the US-Mexican border increased by 2 times compared with 2001, while on the American-Canadian border — 4 times. The practice of border protection and the views of specialists give grounds for approval of the verification of the model.
